Functional Experience:
I have been an attorney in the military and federal government for 29 years. I am currently the “managing partner” for the twenty-five attorney legal office that directly supports the Director of National Intelligence, who is responsible for overseeing the $50+ billion national intelligence budget, and the 17 elements of the Intelligence Community, which are located across six federal departments and two independent agencies.  My office’s work ranges from the very visible, such as advising on legal issues related to Congressional legislation and appropriations, international legal issues affecting White House policy, procurement law for satellite acquisitions and advanced R&D, and privacy issues, to less visible work on issues such as human resources, intelligence oversight and compliance, and ethics.

I have experience in government appropriations and budget execution; regulatory compliance and oversight; ethics and conflicts of interest; government contracting (particularly for advanced R&D); human resources & EEO laws; privacy practices and policies (both internal and public-facing); public relations; congressional engagement; strategic planning; and crisis response and management. I also have many years of experience providing legal advice to science and engineering professionals, most notably in the information technology and cyber security fields.

Key Business Transactional Experience:
I have experience in government contracting; proposal reviews & contract source selection; and budget controls.
