Addressed a wide range of legal, technical and policy issues on two of the government’s largest technology modernization projects—Customs and Border Protection (CBP-ACE) and the Internal Revenue Service (IRS). Devised strategies to safeguard sensitive information and combat terrorism globally by enhancing security of the nation’s ports, as well as the government’s key financial systems. Served as an Information System Security Officer (ISSO) for several enterprise operations.
Developed privacy programs that included the conduct of Privacy Impact Assessments (PIA) for complex information systems containing vast amounts of personally identifiable information, identification of privacy risks and strategies for mitigation, and management of information sharing and data transfer to ensure that all network systems comply with federal law and policy, and with privacy and security best practices.
As counsel to the Asia-Pacific Economic Cooperation (APEC) Data Privacy Pathfinder project, evaluated the privacy frameworks and provided technical assistance to six member countries: Peru, Chile, Malaysia, Philippines, Thailand and Vietnam. As legal counsel to the Association of Southeast Asian Nations (ASEAN), prepared legal and technical analyses for the Workshops on Legal Matters for the ASEAN Single Window trade facilitation project.

Broad legal background with an emphasis on compliance and governance (federal, state and international laws, regulations and policies); a law and technology orientation with experience in cybersecurity and global data privacy (protection of critical infrastructure, preventing data breaches as well as reporting them, security best practices); and a strong analytic background and seasoned approach to addressing complex board-level issues in corporate governance, policy and planning.
